India and the US on August 29, 2016 signed Logistics Exchange Memorandum of Agreement (LEMOA). The logistics agreement will enable the forces of the two nations to use each other's bases for repair and replenishment of supplies. The agreement was signed in Pentagon by US Defence Secretary Mr. Ashton Carter and India's Defence Minister Mr. Manohar Parrikar during the latter's visit to the US. The two leaders had agreed on the memorandum in principle when they had last met in India in April 2016. LEMOA will ensure that both militaries can share logistical support, supplies, and services on a reimbursable basis, and provides a framework to govern them. This may include food, water, billeting, transportation, petroleum, oils, lubricants, clothing, medical services, spare parts and components, repair and maintenance services, training services, and other logistical items and services. According to the joint statement, the US has agreed to elevate defence trade and technology-sharing with India to a level commensurate with its closest allies and partners.

According to Mr. Ashton Carter, this agreement makes joint operations much easier. But each government would have to agree on a case-to-case basis. Mr. Carter has said that when the governments agree, this is an agreement that makes it all go so much more smoothly and efficiently. But, neither US nor India can set up base in each other's country through this deal. "There is no provision for any base or any sort of activities to set .Lip a base in India", Mr. Parrikar said at -joint news conference with Mr. Carter after the two leaders held talks at the Pentagon. Mr. Parrikar said that LEMOA was basically logistics support to each other's fleet, like_supply of fuel, supply of many other things which are required for joint operations, humanitarian assistance and many other relief operations. It would ensure that both navies can be supportive of each other in the joint venture operations they do.
In the face of a rampantly hostile China, this agreement will give the US a credible foothold in China. According to a Forbes report, the US Navy plans to deploy 60% of its ships in the Indo-Pacific. This agreement can give the US an easy access to Indian bases to refuel its fleets. It is probably the next best thing to having bases in the region. For India, it is another step in strengthening its strategic partnership with the US.
